CEM PCB (Composite Epoxy Material) means a group of composite materials typically made from woven glass fabric surfaces and non-woven glass core combined with epoxy synthetic resin (from Wikipedia), in which CEM-3 is a composite fiberglass material developed on the basis of FR4, now that in the PCB manufacturing, it can almost replace FR4, especially for 2-layer PCB. We know there are some others in the same series, such as CEM-1, CEM-2, CEM-4, CEM-5, of which CEM1 is somewhere another replacement of FR4, but CEM-1 is a paper-based laminate, which is not good for plated through hole, so can only be used for single sided PCB.

Q1: What is the difference between CEM PCB & FR4?
The FR-4 material is generally composed of epoxy resin and woven glass fiber, and CEM-3 uses a combination of woven glass fiber and non-woven glass core plus resin filling. The CEM-3 material possesses relatively good performance but the flexural strength is weaker than FR4 and coefficient of thermal expansion is greater than FR-4.
